Uhhmm... I think they buy them from newstands (Or convenience stores). Are you familiar with the movie "Just My Luck" ? Lindsay Lohan was the protagonist, a very lucky protagonist. Her friends wanted to find out if she was really lucky so they bought scratch cards from a newstand. (If my memory doesn't fail me) Guess what? She won a prize every single time! Uhmm...
